JOB INFORMATION

Non-exempt (compensatory and/or overtime eligible); full-time; 40 hours per week; Monday - Friday; 7:00 a.m. - 4:00 p.m.; full-benefits

This skilled technical position is responsible for the construction inspection of water and wastewater facilities within the authority of the Division of Utilities and Solid Waste Management. Supervision is received from the Construction Manager or Engineering Manager.


NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy.  For external hires, offers are made at the base wage rate, with limited exception.

ESSENTIAL DUTIES AND JOB RESPONSIBILITIES

  • Inspect construction of water and wastewater infrastructure, e.g., transmission and distribution mains, interceptor and collector sanitary sewers, service lines, pumping stations, treatment facilities, etc.
  • Direct contractors to perform construction work in accordance with contract documents
  • Coordinate with contractors and engineers in making field corrections and changes from plans and specifications
  • Check supplies, materials and equipment against the approved material submittal/specifications for compliance, and for defects or damages
  • Check plans and specifications for construction elevation and line
  • Prepare and submit project reports and records of work performed
  • Document and administer all project records (e.g., inspection logs, RFI's, RFPs, CORs, requisitions, etc.) on assigned projects
  • Perform other related duties as required

QUALIFICATIONS AND REQUIREMENTS

The qualifications/requirements, knowledge/skills/abilities and physical requirements or working conditions described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.  


CONSTRUCTION INSPECTOR I REQUIREMENTS ($24.80 - $42.17 per hour):
  • High school graduation, or the equivalent
  • Minimum 1 year of construction and inspection work experience in one or more of the following fields: utility installation (water, sewer, storm drain), building construction, storm water management construction, transportation-related projects, and/or parkland development construction
  • Possession of a valid automobile operator’s license

CONSTRUCTION INSPECTOR II REQUIREMENTS ($26.54 - $45.12 per hour):
  • High school graduation, or the equivalent
  • Minimum 3 years of construction and inspection work experience in one or more of the following fields: utility installation (water, sewer, storm drain), building construction, storm water management construction, transportation-related projects, and/or parkland development construction
  • Possession of a valid automobile operator's license
  • NOTE: A related Associate's degree may reduce the work experience requirement to 1 year

CONSTRUCTION INSPECTOR III REQUIREMENTS ($30.38 - $51.66 per hour):
  • High school graduation, or the equivalent
  • Minimum 7 years of construction and inspection work experience in one or more of the following fields: utility installation (water, sewer, storm drain), building construction, storm water management construction, transportation-related projects, and/or parkland development construction
  • Possession of a valid automobile operator's license
  • NOTE: A related Associate's degree may reduce the work experience requirement to 5 years

NOTE: Placement into an I, II or III position level is based upon such qualifications as education, work experience, and relevant certification.  The upper pay ranges reflect possible wage rates for internal County transfers and promotions.  For transfers and promotions, wage rates are calculated per County policy. 


KNOWLEDGE / SKILLS / ABILITIES:
  • Ability to maintain County Authorized Driver privileges
  • Considerable skills with computerized systems and equipment to include MS Office Suite
  • Extensive knowledge of construction materials, equipment, tools and methods related to the above projects
  • Extensive knowledge of local, State and Federal construction standards, specifications, building codes and other construction requirements
  • Extensive knowledge of construction schedules and stages of construction
  • Considerable knowledge of civil engineering practices, surveying practices and principles, and mathematics
  • Considerable knowledge of potential hazards associated with this type of work, with ability to effectively initiate and enforce appropriate safety precautions
  • Ability to effectively read and interpret blueprints, plans and specifications
  • Ability to demonstrate sound technical judgment in the performance of assigned duties
  • Strong and effective spoken and written (English) communication skills, including the ability to write and maintain clear, concise reports and records
  • Ability to develop and maintain effective working relationships with co-workers, contractors and the general public
 

PREFERENCE MAY BE GIVEN FOR:

  • Experience with MS Project, Expedition or Primavera software

PHYSICAL DEMANDS/WORKING CONDITIONS:
  • While working in this position, the employee is constantly making repetitive motions; is frequently sitting, walking/moving, stopping/kneeling/crouching and driving; occasionally ascending or descending, crawling, lifting between 20-50 pounds, lifting over 50 pounds, pushing and pulling up to and over 40 pounds and reaching.
  • While working in this position, the employee is frequently working indoors, outdoors, walking on uneven ground, in dirty/dusty/noisy environments, near machinery, potentially exposed to infectious diseases and required to wear protective equipment; occasionally exposed to temperatures above 100 degrees and below 32 degrees, working in confined spaces, working at heights, working below ground level and is exposed to chemicals and fumes.

ADDITIONAL INFORMATION / EXAMINATION PROCESS

  • Available for some irregular hours due to contractors' schedules, and available on-call for emergency situations
  • This position is subject to random drug testing including marijuana
