Summary: Performs a variety of skilled work in the operation of heavy equipment and specialized machinery utilized in maintenance and repair. Occasionally, exercise supervisory and administrative work in directing the operations of the Forestry Department. 

Supervision Received: Director of Public Works, Street & Refuse Superintendent, Street Foreman 

Supervision Exercised: Heavy Equipment Operators and Seasonal Laborers

FLSA Status: Non-Exempt

Essential Job Functions:
  1. Operate bucket truck, chainsaw, tree chipper, tree stumper.
  2. Learns the arboricultural tasks needed to perform tree pruning, removal, damage prevention and repair in accordance with ISA and Department Standards.
  3. Learns to plant trees in a variety of sizes and locations using transplanting methods endorsed by the Forestry Department's tree planting plan.
  4. Performs all support tasks that are needed to conduct the responsibilities of the Department, i.e., raking, driving, spraying, mowing, watering, and lifting, etc.
  5. Trains less experienced personnel in the operation of equipment and software related to Forestry operation. 
  6. Communicates with the Street Foreman on a daily basis to optimize operations. 
  7. Confers with the Street Foreman on new projects and assignments or new methods and practices. 
  8. Assists the Street & Refuse Superintendent and Street Foreman with snow/ice removal, sanding and other street activities.
  9. Operates the following pieces of equipment: dump trucks, front-end loaders, sand spreaders, motor patrols, steamers, forklift, skid steer loaders, and roll-off trucks.
  10. Operates a variety of other special and standard equipment as assigned.
  11. Operate air compressors and attachments. 
  12. Services equipment and makes field adjustments and repairs.
  13. Performs manual labor incidental to the operation to which assigned and occasionally exercises supervision over other operators and laborers.
  14. Must be on call occasionally on weekends or after hours.
  15. Is the employee on call for emergencies as assigned.
  16. Performs related work as required.
  17. Be physically present in attendance at the worksite.
  18. Performs all work duties and activities in accordance with City policies and procedures.    
  19. The nature of this position requires the ability to respond to emergencies in a timely fashion. 
Peripheral Job Duties: 
  1. Work with hand tools, including concrete saws, jack hammers, carpentry tools, and concrete finishing tools.
  2. Level and finish asphalt and concrete.

Minimum Qualifications: Knowledge of the operation, maintenance, and use of aerial bucket truck, chipper, chainsaw, and heavy motor equipment in general construction and maintenance activities.  Knowledge of the traffic laws, ordinances, and regulations related to equipment operation. Knowledge of the occupational hazards and necessary safety precautions in the operation of heavy motor-driven equipment. Ability to understand and follow oral and written instructions. Ability to perform strenuous laboring tasks under varying weather conditions. Skill in the operation of heavy motor-driven equipment over rough, slippery, or unstable surfaces. Ability to understand and follow complicated verbal and written instructions relative to job assignments. Ability to act independently as a crew lead worker. Ability to establish and maintain effective working relationships with employees, administrative superiors, and the public.

Education: High school graduate or equivalent.

Experience: Three years of experience in the operation of heavy equipment, including at least one year equivalent to the level of Heavy Equipment Operator I, or any equivalent combination of education and experience that provides the required knowledge, skills, and abilities. ISA Certification preferred.

Necessary Special Requirement: Valid North Dakota commercial driver’s license; insurable under the City’s motor vehicle insurance policy.

Position is safety sensitive and requires pre-employment drug and alcohol testing and is subject to controlled substance requirements at all times when on duty.

Equipment Used in Job Performance: Dump trucks, front-end loaders, rollers, sewer jetters, sewer and manhole vacuums, sand spreaders, motor patrols, street sweepers, cranes, bulldozers, scrapers, trash compactors, steamers, concrete saws, bucket truck w/ hydraulics, chain saw, tree chipper, tree stumper, air compressor, jackhammer, air driven compaction tools.

Physical Demands: While performing the duties of this job, the employee is frequently required to stand, walk, talk and hear; use hands to finger, handle, or feel objects, tools or controls; reach with hands and arms. The employee is regularly required to stoop, kneel, crouch or crawl. The employee is occasionally required to sit; climb or balance; and taste or smell. The employee must occasionally lift and/or move up to 100 pounds and regularly lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

Work Environment: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. While performing the duties of this job, the employee frequently works in outdoor weather conditions. The employee regularly works in wet, humid conditions and near moving mechanical parts. The employee occasionally works in high, precarious places, is exposed to risk of electrical shock and is subject to vibration. The noise level in the work environment is loud to very loud.
