The Community Planning, Housing and Development Department (CPHD), Inspection Services Division (ISD) is seeking to fill a Plumbing Construction Codes Inspector vacancy to ensure that all phases of building and plumbing construction are completed in conformance with codes, ordinances, approved plans, and specifications. The Inspector will be responsible for performing on-site conformance plumbing inspections. ISD is responsible for working with Arlington County citizens and developers to build and maintain property throughout the County. 

Inspectors receive training on materials, methodology, and code requirements for residential and commercial high-rise inspections. Inspectors also receive cross training in all areas of code enforcement and may be responsible for providing technical direction in Plumbing to other inspectors.
 

This position may be filled at one of three levels I, II, or III. The junior-level (Inspector I) is expected to perform the specific duties listed below with significant guidance from their supervisor. The journey-level (Inspector II) is expected to perform the specific duties listed below with limited guidance from their supervisor. The Inspector at the senior-level (Inspector III) is expected to perform the specific duties listed below completely independently. 



Responsibilities

Specific duties include:

  • Providing specialized support for the inspection of plumbing installations during construction;
  • Examining completed installations for workmanship and use of proper materials; 
  • Assisting and advising plumbers, contractors, and others regarding plumbing regulations;
  • Using computers and/or mobile devices to record the results and status of inspections;
  • Preparing and issuing notices of violation, assessing job site safety and damages, researching, and interpreting codes, and reviewing construction plans and blueprints;
  • Consulting with homeowners, contractors, and construction personnel regarding compliance with codes and ordinances;
  • Responding to emergency and after-hours inspections; and
  • Performing other job-related duties as assigned.


Qualifications

Minimum Qualifications: High School Diploma/equivalent; plus
 
Junior Level - Plumbing Inspector I: 

  • Three (3) years of experience in general construction or construction trade; and
  • Possess or obtain 2 Virginia NCPCCI or ICC Certifications: Residential Inspector AND Commercial Inspector for Plumbing within 12 months of hire. 

 

Journey Level - Plumbing Inspector II:

  • Five (5) years of experience in general construction or construction trade;
  • Possess or obtain 2 Virginia NCPCCI or ICC Certifications: Residential Inspector AND Commercial Inspector for Plumbing within 12 months of employment; and
  • Possess or obtain 3 Virginia ICC certifications: Residential Inspector for remaining 3 trade specialties within 36 months of employment.

 

Senior Level - Plumbing Inspector III:

  • Three (3) years of experience in Plumbing or general building construction;
  • Two 2 years of construction codes inspection experience or closely related work; and
  • Possession of 5 Virginia NCPCCI or ICC Certifications: Residential Inspector AND Commercial Inspector for Plumbing AND Residential Inspector for remaining 3 trade specialties.

 

Substitution:  Additional college education may substitute for up to one year of construction experience

Desirables: Preference may be given to candidates with an Associate degree in a related field and experience in one or more of the following:

  • Commercial plumbing installations that include sewer systems, sanitary distribution, water service, pumps, commercial tenant spaces, retail spaces, grease interceptors, and commercial food kitchens;
  • Cross-connection devices inspections; 
  • Reading and interpreting plans, specifications, and blueprints; and
  • Applying and interpreting the Uniform Statewide Building Codes in the plumbing discipline.

 

Special Requirements:

Certifications: The employee must obtain State certifications as a Residential and Inspector for Plumbing within the 12-month probationary period and all additional required certifications within 36 months of the hire date.

Career Progression: The employee must progress through the Plumbing Inspector series to Construction Codes Inspector III within three years of hire.  Completing all the required training modules and passing the required examinations to become certified as a Combination Residential Inspector and Commercial Inspector in Plumbing. 

Background Check: A pre-employment criminal records check will be conducted.  It may include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You may be required to sign a release authorizing the County to obtain your background information. 

Driver's License: This position will require travel around Arlington County for various meetings and field inspections. The applicant must possess, or obtain by time of appointment, a valid driver's license. The applicant must authorize Arlington County to obtain or provide a copy of their official driving record. Any offer of employment may be contingent upon a favorable review of the applicant's driving record.   

Work Environment: This position requires climbing ladders and going into trenches, walking up stairways, accessing small spaces and spending several hours a day standing and/or walking. Substantial time is spent outdoors or in buildings under construction/renovation in all types of weather conditions.

 

Additional Information:

 

Work Hours: Monday - Friday, 7:00 a.m. to 3:30 p.m.  Occasionally, inspections are scheduled outside of the normal work hours. Inspectors normally begin and end workdays in the office and are required to participate in meetings and task groups.
 
The official job titles are Construction Codes Inspector I, II and III. The positions are part of a multi-grade career ladder from junior through senior and the overall annual salary range is $69,700.80 - $131,372.80. Individuals appointed to positions can progress through each level based on a combination of education, experience, and the achievement of competencies. 

 

Salary ranges:  

Construction Codes Inspector I: $69,700.80 - $108,035.20  

Construction Codes Inspector II: $76,876.80 – 119,163.20 

Construction Codes Inspector III: $84,760.00 - $131,372.80
