Summary of Job Duties

Northshore Utility District in Kenmore, Washington is seeking Utility Supervisors position.    

Work Schedule: Exempt, Full-Time, Monday - Friday 8:00 a.m. to 4:30 p.m. or Optional 9/80 Schedule

Leads and supervises one or more work crew(s) to carry out various programs to maintain and operate all components of the District’s water distribution and sewage collection systems. Works under general direction with minimal supervision. Supports established priorities, goals, and effectively communicates planning objectives. The emphasis of this position is on planning, organizing, managing, supervising, and prioritizing for maximum efficiency. Review work orders and develop reports on progress. An incumbent of this position is expected to be highly skilled in all aspects of the job duties including making estimates of resource needs and allocating them to meet deadlines. Participates and makes recommendations for hiring/firing and conducts employee evaluations and coaches and counsel’s staff. Provides technical advice; assesses situations and site conditions to make recommendations to superiors and regularly responds to more complicated situations.

Examples of Duties

Carry out various programs to maintain and operate all components of the District’s water distribution and sewage collection systems by:

  • Communicates work priorities by reviewing work orders, crew, equipment, and material availability.
  • Establishes weekly work schedules ensuring that they are aligned with goal objectives.
  • Ensures training for the crew on proper work methods and techniques.
  • Supervises, recommends hiring/training, monitors, and evaluates work performance of assigned staff.
  • Meets and confers with contractors, developers, state, county, and city officials where necessary.
  • Responds to unusual customer inquiries and complaints.
  • Responds to emergency situations and troubleshoots problems and projects both during and after hours.
  • Prepares maintenance reports, records, work orders, daily logs, and cost estimates.
  • Generates reports on billable work.
  • Reviews plans of new development, projects and county right-of-way improvements and verifies that the construction plans meet land use authority’s requirements, specifications, and design standards.
  • Reviews work site prior to start of work; determines/creates erosion and traffic control plans and permits required.
  • Visits work sites and observes maintenance/repair work, checks against plans and specifications.
  • Instructs, trains, and observes crew members in safety procedures and practices and ensures safety on jobsite and in traffic control.
  • Inspects work sites for hazardous conditions and ensures proper signage, barricades and other public safety devices are installed. Meets and confers with Engineering Department staff, inspectors, contractors and property owners and Locator regarding pre-construction and on-site issues.
  • Assists the Utility Superintendent with annual budget process, program planning and purchasing.
  • Accurately assess the work performance of the assigned staff.
  • Track permitting and schedules with small works contractors for miscellaneous District work and prepares documents to obtain right-of-way permits.
  • Research materials and equipment and make recommendations for purchases.
  • Stand-by and other duties as assigned.

Minimum Qualifications

  • Expert understanding of almost all aspects of the method and procedures for the maintenance and operations of the water distribution and sewage collection systems.
  • Knowledge of SCADA systems with basic understanding of navigating, trending and troubleshooting basic alarms.
  • Must possess a valid Washington State driver’s license and a Commercial Driver’s License (CDL) with required endorsements or be able to obtain and maintain them within one year of hire.  Driving and operating District vehicles and equipment is an essential function of this position, and the license requirements are necessary to safely perform assigned duties and respond to operations and emergency situations.
  • Proficiency in planning for project, equipment, manpower and material needs.
  • Ability to coach, train and supervise one or more work crew(s).
  • Ability to work nights, weekends, and irregular hours as required for emergency response and operational needs.
  • Comprehensive understanding of appropriate safety rules and safe working methods.
  • Knowledge of current federal, state, and local laws governing the District’s field operations.
  • Thorough understanding of the District’s policies and procedures for field operations.
  • Communication (oral communication and interpersonal) skills as applied to interaction with co-workers, supervisors, the general public, etc.
Experience/Education: 
  • High school diploma or GED,
  • Minimum one year of post-secondary education preferred. Two years of equivalent specialized industry experience may be substituted for each of post-secondary education.
  • Five years of experience as Utility Worker-Lead or proven skill level as validated by the M&O Director.
  • Completes at least 40 hours of leadership skill training.
  • Seven years’ industry experience.
Licensing Requirements:
  • Valid Washington State Driver’s License.
  • Washington State Commercial Driver’s License – Class A with Tanker endorsement – required.
  • WDM-III – Water Distribution Manager – Washington State – to be obtained within one year in position.
  • WWC-II - Waste Water Collections Certification – Non-State.
  • Cross-connection Control Specialist Certification – to be obtained within one year in this position.
  • Complete FEMA ICS 100, 200, 300, 400, 700 and 800 training within one year in this position.

Other Requirements: This position is considered a safety sensitive role and therefore is subject to pre-employment and employment drug testing. Reliable and regular attendance, and the ability to work harmoniously with other employees. Must reside within 35 miles of District Headquarters. 

WORKING CONDITIONS: Work is primarily performed outdoors and may involve exposure to traffic hazards, extreme weather conditions, noise, odors, and wastewater-related environments. Duties may require working at heights and entering confined spaces, including underground vaults, in accordance with applicable safety regulations. This position requires availability for nights, weekends, and irregular hours in response to emergencies. The work involves frequent standing, walking, fingering, grasping, talking, hearing, seeing, bending, crawling, pushing, pulling, and repetitive motions. The position may require lifting heavy tools and equipment, regularly up to 90 pounds, with assistance or mechanical aids when appropriate. Employees must comply with all safety requirements, including the use of required personal protective equipment. The essential functions of this position may be performed with or without reasonable accommodation.
